Steven McCool has over 17 years of heavy industrial construction safety and industrial hygiene management experience. His areas of expertise include, but are not limited to, health and safety program management, OSHA general and construction industry compliance, comprehensive practice of industrial hygiene and occupational safety during construction, demolition, maintenance, and repair activities at private, commercial, manufacturing, and governmental facilities.

Experience and Work History

EHS Manager for Day and Zimmermann at MillerCoors Brewery, Golden CO (2012-2017)

Provide EHS consultation for Day and Zimmermann (D&Z) construction and engineering management teams and over 20 subcontractors employing up to 460 craftsmen on all capital projects at MillerCoors Brewery in Golden Colorado. Overall responsibilities include EHS Program Management. EHS compliance through training, coaching, and mentoring construction site supervision and management in all applicable areas of EHS processes, practices, procedures, and philosophies. Develop and implement bridging documentation and subcontractor gap assessments assisting business partners in their efforts to remain incident free, compliant with all client rules, procedures, and expectations, and compliant with all safety and environmental (Local, State, Federal) laws and regulations. Develop, distribute, train, coach, mentor operations leadership in site specific and project specific risk assessments. Develop and chair contractor leadership committee. Identify field issues and determine corrective actions to prevent incidence/recurrence. Perform safety sampling, field audits, job hazard analysis, and safety observation reports to predict incidences before they happen. Act as a resource for all EHS related questions, research, and changes in client and company policy/procedures, local, state, and federal laws and regulations.

Area EHS Manager for Jacobs Engineering at MillerCoors, Suncor, Western Slope (2007 to 2012)

HSE consultation for Jacobs’s construction and engineering management teams, over 20 subcontractors with 460 craft, and 10 safety professionals. Overall responsibilities include but are not limited to HSE Program Management promoting an Incident and Injury Free (IIF) work environment. Train, coach, and mentor construction site supervisors and managers in all applicable areas of HSE processes, practices, procedures, and philosophies. Identify field issues and determine root cause analysis to help implement procedures to prevent reoccurrence. Lead Behavioral Based Safety Program Manager using safety sampling, field audits, Job Hazard Analysis, and Safety Observation Reports to predict incidence before they happen. Provide compliance and site specific training for all Jacobs field staff, engineers, subcontractors, and client personnel. Approve and amend subcontract evaluations used to set subcontractor performance expectations. Provide overall HSE leadership for 10 HSE supervisors ensuring an Incident and Injury Free work environment.

District Safety Manager for Allied Waste Industries, Commerce City, CO (2006 to 2007)

Provide industrial health and safety support for mountain district hauling and post collection divisions ensuring local, state, and federal compliance with DOT, OSHA, and EPA. Conducts and ensures required safety training is performed with all employees. Trains management personnel to become self-sufficient in areas of health and safety. Conducts and documents district safety audits to ensure compliance with company policies, standards, and regulatory requirements and tracks recommendations until complete. Performs new hire orientation and annual training ensuring all managers and supervisors are properly trained in health and safety regulatory requirements. Manages accident investigations, reporting, and tracking for mountain district to identify unsafe behavior and implement preventive measures to control/mitigate future losses.

Industrial Hygiene and Occupational Safety Manager for Foothills Environmental Inc., (FEI) Golden, CO (2001 to 2006)

Provide professional consultation regarding various industrial hygiene and safety services for commercial and governmental entities. This includes, but not limited to, detailed asbestos building inspections and asbestos management plans, mold investigations, project specification development, bid solicitation, collection and analysis of asbestos air samples utilizing the NIOSH 7400 methodology, bioaerosol sampling and interpretation of analytical results. Develop, implement, and maintain programs and policy to ensure regulatory compliance with local, state, and federal regulations for all clientele.
Health and Safety program management and implementation of various OS&IH programs at RFETS. Appointed competent and responsible occupational safety and industrial hygienist during construction and demolition activities at RFETS. Responsible for identification and control of occupational health hazards (Physical, Chemical, and Biological) utilizing administrative and engineering controls, while ensuring proper personal protective equipment use. Occupational safety and industrial hygiene oversight for all maintenance, construction, and demolition projects in building 444, 447, 865, and all underground process waste facilities throughout the site. Ensuring enforcement of the Chronic Beryllium Disease Prevention Program (CBDPP) was vital component during all construction and demolition activities. Performed job specific safety inspections for RFETS including but not limited to providing training regarding safe operation of equipment, safe work practices, and the control and recognition of hazards associated with demolition/construction activities at RFETS. Conducted daily safety inspections prior to commencement of work in addition to safety oversight during multiple work activities. Performed various site characterization assessments used to develop work plans and procedures to prevent work related injuries, accidents leading to costly equipment damage, undesired environmental contamination during construction and demolition activities, and unforeseen project delays.

Safety Intern at New Belgium Brewing Company, Fort Collins, CO (2001)

Performed and participated in various activities during brewery transition including Phase II assessments regarding construction of a new brew house and pre-treatment facility. Develop, implement, and maintain programs and policy to ensure regulatory compliance with local, state, and federal regulations. Tasked with ensuring brewery’s material safety data sheets, chemical inventory, and annual air (CO/CO2) emissions reporting was updated and accurate. Reported discharge pollutants from brewery’s process waste system to state and local government. Management and implementation of brewery’s waste minimization/reuse, respiratory protection, and hearing conservation programs. Conducted a non-ionizing radiological survey ensuring employee safety while operating brewery equipment. Identified and corrected ergonomic hazards for production line employees to control and eliminate work related injuries.

Operations Specialist United States Navy, Norfolk, VA (1993 to 1996)

Obtained Operations Specialist 3rd class designation (E-4) with DOD SECRET clearance. Held supervisory positions aboard USS Thomas S Gates CG-51as Surface radar watch supervisor, navigational detail supervisor, and NGFS Supervisor during Pack Fire implementing ship personnel health and safety while underway and at port. Divisional supervisor of hazardous materials used for maintenance of vital equipment, fire response team member, damage control team specialist, and emergency response team.
